  Create quick short videos, graphics, etc. that can be animated.  No video editing needed. The program puts it together for you. Share on all platforms
• Adobe Premiere Rush (Free Starter Plan):
  Edit short videos on your phone. Create and share online. It can be moved to Premiere if needed for more robust project completion. Drag and drop editing. Great for beginners.

• Windows Photos - Yes you can make videos on your PC with Windows Photos. They got rid of Windows Movie Maker but if you have Windows 10 you have Windows Photos which contains a video component. Use Text, photos, video clips, etc. and export HQ videos.
